AI skills for everyone: Regensburg launches first AI driving licence for citizens

The aim of this innovative learning platform is to raise awareness of artificial intelligence (AI) in a playful, easy-to-understand and practical way. The focus is on specific everyday applications with strong links to the region, including mobility and smart cities. The Regensburg AI driving licence was developed as part of the real-world laboratory for urban mobility.

The Regensburg AI driving licence, which is aimed at all sections of the population, was officially launched at a press conference. The learning platform is designed as a web application and offers interactive content, videos and practical application examples – regionally anchored, hosted in compliance with data protection regulations and completely open source. A digital certificate officially confirms successful participation at the end of the approximately 20-minute course.


Creating access to AI – building skills – breaking down barriers

Artificial intelligence (AI) is a key technology of the future with – even today – great potential for society. In order to exploit this potential and use the technology responsibly, we first need a basic understanding of what AI is, how it works and what opportunities and risks it entails, emphasises co-initiator Prof. Dr Georg Stephan Barfuß, economic, scientific and financial advisor. To this end, the Regensburg AI driving licence was developed in cooperation with regional stakeholders as part of the R_NEXT smart city project. The free learning platform provides basic knowledge about AI as well as information on ethical issues, data protection and responsible use. In the vivid and practical presentation, citizens encounter familiar places and local stakeholders in order to create identification with the topic and raise the profile of Regensburg as an AI location. Practical tips on the correct use of AI and suggestions for critical reflection provide additional support. "The widespread use of generative AI is a leap forward in innovation and will increasingly influence all our lives. This makes it all the more important for everyone to know some of the basics of modern AI systems in order to make meaningful use of AI for themselves and society. After all, it's not magic, it's just technology. I consider the Regensburg AI driving licence to be a worthwhile project for spreading this knowledge as widely as possible, and I am delighted to be part of it," says Prof. Dr Timo Baumann from the Faculty of Computer Science and Mathematics at OTH Regensburg.

Following the successful launch of the Regensburg AI driving licence, a thematic expansion, for example to include the area of sustainability, is conceivable. The open-source approach also makes it possible to transfer the project to other cities.

On 15 October 2025, a workshop on the Regensburg AI driving licence will take place at the Schreiberhaus Regensburg. The course offers the opportunity to express uncertainties, ask questions, alleviate fears and expand knowledge about AI, without any prior knowledge (required material, if available: smartphone or tablet).

Background R_Lab Mobility

In May 2024, the Mobility & Logistics cluster, under the umbrella of TechBase Regensburg GmbH, together with the City of Regensburg, Stadtwerk.Regensburg and local companies, launched the joint project ‘R_Lab Mobilität’ as part of R_NEXT – a so-called real-world laboratory for urban mobility that enables the participating actors to test new smart city applications under real-world conditions. As a measure to implement Regensburg's smart city strategy, the real-world laboratory is funded by the Federal Ministry of Housing, Urban Development and Construction (BMWSB).
