Die Ostbayerische Technische Hochschule Regensburg (OTH Regensburg) hat eine Kooperationsvereinbarung mit der University of Aizu (UoA) in Japan unterzeichnet. Bei einer virtuellen Zeremonie kamen Vertreter*innen beider Hochschulen am 8. April 2021 zusammen, um die zukünftige Zusammenarbeit offiziell zu beginnen. Für die OTH Regensburg ist die Kooperation eine große Bereicherung, denn zum einen bietet die UoA viele Veranstaltungen auf Englisch an; zum anderen ist Japan ein beliebtes Land für ein Auslandssemester bei den Studierenden.
Tatsuki Kawaguchi, Professor und Leiter des Strategiebüros der Internationalen Programme an der UoA, sagte, die Pandemie verhindere derzeit noch den persönlichen Austausch. „Aber wir sind sicher, dass wir viel aus dieser Krise lernen können, was langfristig von Bedeutung sein wird.“
Prof. Dr. Wolfgang Baier, Präsident der OTH Regensburg, und Prof. Dr. Oliver Steffens, Vizepräsident für Forschung und Internationalisierung, freuen sich, dass mit der UoA bereits die dritte Partnerschaft mit einer japanischen Hochschule abgeschlossen wurde. Es bestehen bereits Kooperationen mit der Tokyo University of Science und der Iwate Prefectural University. „Die University of Aizu ist bekannt für ihren hervorragenden Informatikschwerpunkt und es ist uns daher eine große Ehre, dass wir mit Ihnen heute eine Kooperationsvereinbarung abschließen dürfen“, freute sich Präsident Prof. Dr. Baier und betonte dabei das große englischsprachige Studienangebot der University of Aizu: „Das ist eine optimale Voraussetzung für einen erfolgreichen Studierendenaustausch“. „Die herausragende Expertise der University of Aizu in allen Bereichen der Informatik verbindet sich perfekt mit dem aktiven Entwicklungsprozess in den Bereichen IT und Künstliche Intelligenz an der OTH Regensburg – das betrifft sowohl den Studierendenaustausch als auch die Forschungskooperation“, ergänzte Prof. Dr. Steffens.
Auch der Präsident der UoA, Prof. Dr. Toshiaki Miyazaki ist sich sicher, dass beide Seiten von dem Austausch profitieren werden. Er bezeichnete die Unterzeichnung des Memorandum of Understanding als Meilenstein. Prof. Dr. Miyazaki sagte, er freue sich darauf, Forschungs- und Bildungskooperationen zwischen beiden Universitäten zu implementieren.
Prof. Dr. Markus Westner, Professor für Wirtschaftsinformatik, der die Kooperation auf Regensburger Seite federführend in die Wege geleitet hat, betonte: „Die University of Aizu ist eine der größten und internationalsten Universitäten für Informatik in Japan und passt ideal zur Größe und internationalen Ausrichtung der OTH Regensburg und auch der Fakultät Informatik und Mathematik.“ Dr. Ian Wilson, Professor und Leiter des Zentrums für Globalisierung und des Zentrums für Sprachforschung, stellte die internationale Ausrichtung der University of Aizu und die fachlichen Überschneidungen beider Institutionen in den Forschungsbereichen der Künstlichen Intelligenz und der Medizintechnik heraus. Zudem dankte er der OTH Regensburg, „dass sie virtuelle Online-Kurse anbietet, an denen bereits einige unserer Studierenden teilgenommen haben“.
Eine weitere gemeinsame Aktivität ist bereits geplant: Ende April wird ein Studierender aus dem Masterstudiengang Informatik der OTH Regensburg einen virtuellen Gastvortrag an der UoA halten.

Cooperation agreement with Japanese University of Aizu
In the future, the OTH Regensburg and the University of Aizu want to promote student and faculty exchange as well as carry out joint research and other projects.
Ostbayerische Technische Hochschule Regensburg (OTH Regensburg) has signed a cooperation agreement with the University of Aizu (UoA) in Japan. At a virtual ceremony, representatives of both universities came together on April 8, 2021 to officially start the future cooperation. For OTH Regensburg, the cooperation is a great enrichment because on the one hand, the UoA offers many classes in English; on the other hand, Japan is a popular country for students to spend a semester abroad. Tatsuki Kawaguchi, Associate Professor and Director of the Office for Strategy of International Programs at the UoA, welcomed the participants: “Welcome to the signing ceremony between Aizu University and OTH Regensburg. We usually visit our partner universities to enhance our research and cooperation, but during this pandemic situation, this is very challenging. But we are sure that much we can learn from this crisis will stay with us and will be essential in the long term.”
Prof. Dr. Wolfgang Baier, President of OTH Regensburg, and Prof. Dr. Oliver Steffens, Vice President for Research and Internationalization, are happy that the cooperation with the University of Aizu is already the third partnership with a Japanese university besides the already existing cooperations with the Tokyo University of Science and the Iwate Prefectural University. “The University of Aizu is known for its excellent computer science focus and it is therefore a great honour for us to be able to sign a cooperation agreement with you today,” President Prof. Dr. Baier was pleased to say, emphasizing the large English-language course offerings at the University of Aizu: “This is an outstanding prerequisite for a successful student exchange.”
„The outstanding expertise of the University of Aizu in all fields of computer sciences combine perfectly with the active development process in the fields of IT and artificial intelligence at OTH Regensburg – which concerns both student exchange and research cooperation”, added Prof. Dr. Steffens.
Prof. Dr. Toshiaki Miyazaki, President of the UoA, is also sure that both sides will benefit from the exchange: “It’s my pleasure and honour to be here today on this important day to make a new milestone in the relationship between OTH, one of the prime education institutes in the area of engineering in Germany and the University of Aizu, one of the greatest universities for computer science and engineering in Japan. With this memorandum of understanding between OTH and the University of Aizu, I look forward to implementing both research and education collaborations between our two universities and I also hope that faculty members and the students from the various exchange programmes will be a bridge between the two countries of Germany and Japan and become stronger during the long future years of our friendly cooperation.”
Dr. Markus Westner, Professor of General Management and IT-Performance-Management, who was in charge, on the part of OTH Regensburg, of initiating the cooperation, emphasized: “The University of Aizu is one of the largest and most international universities for computer science in Japan and is an ideal fit for the size and international orientation of OTH Regensburg and also the Faculty of Computer Science and Mathematics.” In his presentation of the University of Aizu, Dr. Ian Wilson, Professor and Director of the Center for Globalization and the Center for Language Research, emphasised in particular the international outlook of the Japanese university as well as the professional overlaps of both institutions in the research areas of artificial intelligence and medical technology. “I want to thank OTH for offering virtual online courses that some of our students have participated in already”, he added. Prof. Dr. Qiangfu Zhao, Vice President of the UoA, who was initially communicated with Dr. Westner, mentioned: “This MoU signing ceremony is the first step to move forward to the next chapter, and UoA promote the research clusters such as AI, Robotics, and very advanced research topics. We hope after the pandemic, we can mutually meet together to implement the student and faculty exchange and make a good research and result that contribute to the world.”
The two universities already planned another joint activity: at the end of April, a student from the Master’s degree programme Computer Science of OTH Regensburg will give a virtual presentation at the UoA.
